Two Scenarios: Before and After 2004

Garage built before 30 December 2004 → the simplified amnesty procedure applies. The supporting document can be minimal — a cooperative membership book, a contribution receipt, or any other evidence of long-term use.

Garage built after 30 December 2004 → the simplified procedure does not apply. Registration requires the full standard procedure: a technical plan, commissioning certificate, or a court order recognising title.

Who Is Eligible

The programme is designed for citizens who:

  • use a garage in a GSK or on land allocated during the Soviet era;
  • have at least some document confirming that the garage belongs to them (a cooperative membership book, technical passport, land allocation document);
  • have not yet registered title to the garage with Rosreestr.

If the cooperative has been liquidated or some documents have been lost, this does not automatically exclude you from the programme. In such cases, the question of whether a documentary basis exists is resolved with the local administration.

Step-by-Step Registration Guide

Step 1: Gather Documents

Minimum package required:

  • Application form (completed on submission)
  • Document confirming use of the garage: cooperative membership book, receipt for share contributions, a certificate confirming the share has been fully paid
  • Technical plan of the garage (commissioned from a cadastral engineer)

If the land under the garage does not yet belong to the citizen, the land plot is allocated simultaneously with registration of the garage.

Step 2: Apply to the Local Administration

The administration reviews the documents and issues a decision on land allocation.

Step 3: Register Title

  2. Protection against demolition — an unregistered garage may be demolished by authorities as an unauthorised structure. A registered garage can only be demolished by a court order, with compensation.
  3. The land plot in ownership or on lease — registration of the garage comes with simultaneous registration of the underlying land.
  4. The ability to sell — once registered, the garage can be sold and the transfer of title recorded in Rosreestr.
